Regional Practice Leader: Highways & Bridges - East

Foster Beach, PE, Hatch Mott MacDonald’s Highway and Bridge Practice Leader, is responsible for coordinating each of the firm’s practices and promoting business development across North America, as well as managing the firm’s strategic program for highway and bridge projects. He works closely with all of the practice leaders to help ensure their success and expand their respective lines of business.

Foster’s leadership and management skills in the public and private sectors have been honed throughout his 45-year career in the industry, during which he has managed major design and construction capital programs and highway, bridge, transit, port, and aviation projects throughout the United States.

In addition to working in executive management for several large engineering firms and construction contractors, Foster also held several senior management positions at the New York State Department of Transportation. As the Director for the State’s New York City Region, he was responsible for a Capital Construction Program of more than two billion dollars. Most recently, Foster was the Principal in Charge for several multi-million dollar projects for Washington Dulles International Airport and the Virginia Department of Transportation.

Foster is an active member of several professional organizations. He is a past member of the Board of Directors and transportation committee chairman for the American Council of Civil Engineering Companies (ACEC), a former committee chairman of the National Railroad Construction and Maintenance Association, and currently a member of the Board of Directors of the American Road and Transportation Builders Association. Foster is also a member of the American Society of Civil Engineers, the Society of American Military Engineers, and the National Society of Professional Engineers.
