 The Regional Municipality of Halton, which provides water and wastewater services to nearly 500,000 people across four local municipal governments—Oakville, Burlington, Milton, and Halton Hills—retained Hatch Mott MacDonald to develop at Asset Management System to help ensure that the Municipality to can meet growing demands and preserve existing assets. The Region had a growth rate of 17% between the 2001 and 2006, one of the highest growth rates in the Canada. Despite the residential development growth in Halton, agriculture and protected lands along the Niagara Escarpment are still the predominant land uses.

HMM documented the Municipality’s existing work practice, including the use of SAP Plant Maintenance (PM) software that was implemented for Y2K compliance and later found to be deficient for asset reporting and analyses, and identified seven major areas of business improvements of the Computerized Maintenance Management System (CMMS). The areas of CMMS improvements included: 

  • Upgrade SAP PM for user interface improvements
  • Implement Field automation for plant staff to make mobile use of the CMMS
  • Standardize maintenance procedures coding and planning
  • Implement Reliability Analysis and Practices, (e.g. RCM)
  • Implement a visual data management approach for asset equipment tracking
  • Implement Capital Project tracking, (using SAP Project Schedule or equivalent)
  • Implement Asset Defect Tracking and Management

HMM then prepared a benefit cost estimate for each process improvement and developed a schedule by which to implement the enhancements over five years.
