Ocean County Board of Chosen Freeholders

The Ocean County Board of Chosen Freeholders retained Hatch Mott MacDonald to assist with the development, operation, and expansion of its Northern Recycling Complex. The complex includes a 40,000-sf Recyclable Materials Processing Facility (RMPF), a Citizen Drop-off Center for recyclables, a 30-acre leaf composting operation, a wood processing area, and material distribution areas. Other facilities at the complex include a scalehouse, a 1,200 sf administration building, a 6,000 sf vehicle storage facility, fueling stations, and infrastructure improvements such as water, sewer, and a roadway network

HMM assisted the County with the various stages of design and construction, including the preparation of permit applications, bid documents, and coordination with various governmental agencies. Improvements include the procurement of a two-ram baler, replacement of tipping floors, and the preparation of an RFP for the Operation and Maintenance of the RMPF. HMM also provides monthly inspection of the RMPF.

For the RFP preparation, work included the review of the existing operations and finances development of revenue sharing formula, development of the service contract, and preparation of the contract documents. Work also included the public bidding phase and the bid review and negotiations with the successful bidder.

Once the new vendor began operation, HMM conducted performance testing of the operation.
