Los Angeles World Airports is redeveloping Los Angeles International Airport (LAX) to meet the future demand of next generation aircraft and to maintain the airport’s position as one of the nation’s preeminent international gateways. The $5 billion LAX Modernization Program consists of three main components: the Crossfield Taxiway Project (CFTP), the Bradley West Reconfiguration Program, which is a major expansion of the existing Tom Bradley International Terminal (TBIT), and the new Midfield Satellite Concourse (MSC).   A key aspect of the overall program is the phased construction of full service contact gates to accommodate the international carriers’ Group VI traffic by 2012.  

HMM is the lead civil engineer for both the CFTP and Bradley West Reconfiguration Program. HMM is providing planning and engineering design services for demolition and enabling works, surveying and subsurface investigations, airfield and tunnel engineering, the structural design of taxiway and vehicle service road bridges, utility plant and utility relocation design, and other related projects.  Additional engineering services include civil, structural, mechanical, electrical, communications, security, environmental, life safety considerations, bid phase services, and design assistance during construction.

HMM is managing multiple subconsultants and is leading the coordination effort with other program design consultants.  All aspects of the work are carefully integrated with airport stakeholders and the program manager through team partnering.  The overall program is schedule-driven and implemented through the award of multiple construction packages using Design-Bid-Build, Design-Build, and Construction Manager at Risk (CMAR) contract delivery methods.

Project Highlights:

  • Complex airfield construction phasing that minimizes impacts to airport operations
  • Fast track design of successive construction packages
  • Decommissioning, demolition, and relocation of aircraft hangars, existing aircraft rescue and fire fighting facility (ARFF), AOA Guard Post and other airfield support facilities
  • New crossfield taxiways, taxilanes, and vehicle service roads that connect the north and south airfield complexes, as well as serve new terminal facilities
  • Aircraft parking aprons for Group VI aircraft to serve Bradley West with Passenger Boarding Bridges (PBB) and ramp services capable of serving forecasted aircraft types ranging from the A318 to A380, including next generation aircraft such as the B787 and A350
  • Remain Overnight (RON) parking apron to serve Group VI aircraft
  • Taxiway and vehicle service road bridges
  • New ARFF facility with eight bays
  • Interim bus terminal for transporting passengers to remote gates during construction
  • Utility/baggage tunnels between Bradley West and a future terminal processor
  • New Central Utility Plant (CUP) with connections to existing terminals and new concourses

Sustainability:

All buildings are registered with a certification goal of LEED Silver and the ARFF facility has been certified LEED Gold. Additionally, all projects are designed in accordance with LAWA's Airport Planning, Design, and Construction Guidelines. Three projects--Crossfield Taxiway Project, Taxilane S, and Bradley West Apron--are certified as LAWA Sustainable Planning and Design Projects.
