The Orange County Transportation Authority (OCTA) has implemented a $4.2-billion highway improvement program comprising the design and construction of highways, grade separation projects, bus stops, and maintenance and operations facilities. The projects consist of improvements to State Route 22, local streets, BNSF railways; interchange construction and widening projects on Interstate 5; and the construction of bus facilities in multiple cities throughout Orange County. Funds for the program come from a combination of sources: Orange County's Measure M, federal transportation funds, the state Traffic Congestion Relief Program, Trade Corridor Improvement Funds, and local cities.

The $607-million SR 22 design-build project is the centerpiece of OCTA's recent highway improvements. Spanning the cities of Westminster, Garden Grove, Santa Ana, and Orange, the project will enhance traffic flow and remove bottlenecks along a 12-mile stretch of the Garden Grove Freeway. After improvements, this corridor will be better able to accommodate 200,000 daily motorists, a number that is expected to increase to 250,000 by 2020. The project features include a high-occupancy vehicle lane, new auxiliary lanes, reconfigured connectors and on- and off-ramps, soundwalls, and landscaping.

HMM is providing fully-integrated program management, planning, preliminary engineering, project management, cost and scope control, estimating, and construction management services. As part of its project management services, HMM provides a full-time project staff along with a one-stop shop for on-call services during design and construction, including value engineering reviews, quality control reviews, constructability reviews, and construction claims analysis.

As an extension of the owner, HMM oversees all coordination with Orange County, Caltrans, the Federal Highway Administration, cities, and local agencies while administering the procedures as set forth by the OCTA.
