
The New Jersey Turnpike Authority (NJTA) owns and operates underground storage tank (UST) systems at numerous Authority facilities located along the New Jersey Turnpike and the Garden State Parkway. The USTs store fuel for Authority equipment and vehicles, emergency generators and for building heating systems. The Authority wanted to ensure their UST systems were maintained and operated in compliance with the requirements of the New Jersey Department of Environmental Protection (NJDEP) in accordance with N.J.A.C. 7:14B.
Hatch Mott MacDonald (HMM) provided professional services to the Authority for the inspection, maintenance and testing of the UST systems located at Authority facilities. The services provided by HMM included the monthly inspection of the UST system’s containment devices, leak detection systems and spill catchment basins. HMM’s services also included quarterly inspections of the UST system’s components for compliance with NJDEP UST regulations in accordance with N.J.A.C. 7:14B. HMM provided testing services to the Authority for its unleaded gasoline UST Stage II vapor recovery systems for compliance with N.J.A.C. 7:27-16.3, the Modified Air Regulatory Requirements for Gasoline Dispensing Facilities. HMM also tested piping leak detectors for the Authority’s unleaded gasoline and diesel fuel tank submersible pumps. System components that were not operating within the requirements of the NJDEP regulations were replaced during quarterly inspections and the annual testing procedures. The contract included the inspection and testing of UST systems located at thirty-four Authority facilities and testing of the UST systems located at twelve Service Areas located on the New Jersey Turnpike.
