The Ocean County Board of Chosen Freeholders operates multiple County facilities with gasoline, diesel, heating oil, and aviation fuel underground storage tanks (USTs). The work at the Airpark included the replacement of two USTs with new state-of-the-art aviation USTs and associated fuel dispensing systems.

Hatch Mott MacDonald (HMM) was retained by the County to provide UST investigations, engineering and design services for achieving UST regulatory compliance at the fuel tank farm at the Robert J. Miller Airpark. During this assignment, fuel releases were detected at the Airpark Hangar and Avgas sites within the Robert J. Miller Airpark. 

In addition to replacing the existing USTs with new state-of-the-art aviation USTs, the project also included the installation of aviation fueling equipment for Avgas and jet fuel, remote fueling stations, concrete pads, fueling aprons, oil/water separators, stormwater management improvements, access road, and electrical work. The UST systems required leak detection and environmental protection equipment and other related items.  All necessary permits and reports regarding removal and installation of USTs were prepared by HMM for submittal to the New Jersey Department of Environmental Protection (NJDEP).

HMM managed the environmental aspects of this project, including post-UST removal soil sampling, compliance monitoring of on-site potable wells, and conducting compliance monitoring of groundwater quality from monitoring wells to assess impacts of discharges. To address the impacted soil and groundwater, HMM developed remedial action work plans for both sites. The NJDEP approved monitored natural attenuation programs for the Airpark’s Hangar and Avgas sites. Groundwater monitoring has demonstrated that there is minimal no residual contamination at the Airpark and HMM will request “no further action” from the NJDEP.  It is anticipated that NJDEP will close both cases in 2010.
