The Santa Clara Valley Transportation Authority (VTA) was tasked with implementing the design and construction of the Measure B Improvement Program, a series of improvements designed and constructed over nearly a decade. Among the 10 major projects that comprised the improvement program were:

  • I-880 Widening in San Jose
  • US 101 Widening from San Jose to Morgan Hill
  • SR 85/87 Interchange in San Jose
  • SR 85/US 101 Interchange (North) in Mountain View
  • SR 85/US 101 Interchange (South) in San Jose
  • SR 237/ I-880 Interchange Stage C in Milpitas
  • SR 87 HOV Lane (North)
  • SR 87 HOV Lane (South)
  • SR 17 Improvements
  • SR 152 Safety Projects in Gilroy

Hatch Mott MacDonald provided program control, design management, construction management, and right-of-way engineering services for the program working in joint venture with the Santa Clara Valley Highway Associates (VHA) team.

HMM managed all stages and aspects of project development from feasibility studies, preliminary engineering, environmental coordination and mitigation, detailed design, project controls, cost estimating, contract administration, permitting, bid support services to program and project management, construction supervision, and project closeout. In addition, HMM managed environmental coordination and mitigation.

Project Highlights:

  • The six major projects were completed on schedule or ahead of schedule
  • Helped prepare scopes/schedules and assist with RFP for design consultants for hwy program
  • Final design scopes and proposal commenced in the last quarter of 1999 for the first six major Highway projects (880, 101, 85/87, 85/101(N), 85/101(S) and 237/880) and were all underway by the first quarter of 2000
  • Design and environmental approval process commenced concurrently
