The Water-Wastewater Branch of York Region’s Transportation & Works Department retained HMM to assist in the development of a comprehensive program (IIP) that supports the annual budgeting of capital project needs and selection of projects.

HMM developed two reports for the Branch; the first is includes a process overview and guidelines that enable staff from business units to identify needs, process them, and apply condition and risk ratings. The Program further included candidate project selection, Branch Consensus, and Project execution. The second report was a functional requirements and specifications document that will be used to acquire or develop the Program System. It includes functional components, user requirements and a logical data model.

Project highlights included:

  • Process Definition Workshops – With the assistance of staff from all Branch business units, HMM completed seven workshops that provided insight into all aspects of the current project definition and acceptance process and the elements necessary to create a formal and annual need identification, description, scoring, and ranking process. They also defined how a Branch consensus should operate, the project execution tasks, and the supporting information requirements. The information collected formed the foundation of the program definition.
  • Risk Delineation – As part of the Program development, the HMM project team worked with the Infrastructure Assets team to determine how to evaluate, score, and weight risk, as it applies to areas that include Regulatory Compliance, Health & Safety, Environment, Performance, and Financial Impact.
  • Process Definition and Program Guidelines – This was one of two core documents developed by HMM. In this case, the focus was on the proposed IIP Program process, starting with business unit need identification, use and guidelines for IIP Program System that support information entry, and risk scoring; to the process of determining candidate projects, gaining Branch Consensus; and finally, executing the projects on an annual basis.

Functional Requirements and System Specifications – This final document focused on the functional requirements and user needs that are the foundation for the IIP Program System. This system is the database and includes software elements that will be used by Branch staff to ensure consistent need definition and the recording, supporting linked information, and integration with other systems, including CAP Works and Maximo. This document includes functional use cases, a logical data model, and will be used to support future software development and acquisition.
